Recinto Fiscalizado is an industrial Park authorized by the Mexican Government for the handling  of merchandise prior to be  imported to Mexico with not duties payments. (Very similar concept to the Foreign Trade Zones in the USA

By doing all the handling in Recinto Fiscalizado such crossdocking, sorting, reworking, labeling, verification, the need of those services in the US  is eliminated.
